was present and I took occasion to repeat their

declaration which they confirmed with the remark that

they must not be taken as expressing any opinion upon

the subject which they left to be arranged by the

Viceroy, Li Hung Chang.

Events in Northern China have developed so

rapidly that the re-opening of the West River question

just at present must be very carefully considered.

Happily so far there has been no indication of anti-

foreign movement in the South, but it is difficult to

say what may be the effect of the advent to Canton

of hundreds of panic stricken Cantonese from Shanghai.

In the meantime I am informed that the Viceroy of the

two Kwangs is leaving nothing in his power undone

to restore peace & security to the West River.
